Changes in the fees charged by the Lithuanian state for consular services On March 1, 2026, a new version of the Resolution No. 1135 of the Government of the Republic of Lithuania of November 16, 1994 “On the Approval of the List of Specific Consular Fee Rates and the Description of the Procedure for Payment of the Consular Fee and Refund of Overpayment of the Consular Fee” comes into force, and the consular fee rates are being changed. The consular fee rates, in accordance with the provisions of Article 4 of the Law of the Republic of Lithuania on Consular Fees, have been recalculated taking into account the increased costs of performing consular actions. The last time the consular fee was changed was in 2009. Since then, the costs of performing consular actions, which are taken into account when calculating the amount of the consular fee, have increased significantly, the costs of producing legal document forms, diplomatic mail, as well as the costs related to mandatory civil liability insurance for performing notarial actions have increased. Due to the changed document security standards, new information systems have been installed in the diplomatic missions and consular offices of the Republic of Lithuania abroad, the latest biometric data scanning and software have been purchased, and the costs of maintaining and administering a consular workplace have increased. Increasing taxes in the formation of Lithuania's budget policy is based on economic, social and political motives, so in Lithuania the amounts of state fees for services provided by the public sector have been increased in order to bring them in line with the amounts of taxes for such services in other EU Member States, and the funds collected in the state budget would ensure faster digitalization of services and thus improve their accessibility and quality.
